This celebration is for the anniversary of General Order No. 3. The Order proclaims freedom for slaves in Texas. In the past, this celebration honored the African-American Culture. Even though the General Order No.3 was issued in 1865, it wasn't until 2021 that it was recognized as a federal holiday.
